It sounds like you’re using the open source version of WordPress at another hosting provider.
If you click that Learn More link in the error message, it will take you to the WordPress documentation that explains how to troubleshoot and fix whatever is causing the error – usually this is caused by a plugin that broke during an update.
For more help with this you can ask the WordPress.org community, who makes that version of WordPress, in their forums at https://wordpress.org/support/forums/

why it does not show my website when I login to my word press account and it only shows : You don’t have any WordPress sites yet

I’m afraid we really can’t help you unless we know the URL of the site you’re working on.
The WordPress.com account you’re using to post here doesn’t own any sites hosted with us, and the error you describe point to you using the open source WordPress.org software at another host, in which case we don’t have any control over your site.
So please contact your hosting provider directly instead, or ask for advice in the WordPress.org forums that I linked to above.
