I’m not seeing any purchased upgrades associated with the WordPress.com user account that you are posting from.
Typically this happens because you ended up with a second WordPress.com user account at some point and THAT account is the one that was used to purchase the upgrade. You will need to log into that second account in order to cancel/refund the upgrade.
In addition, I’m not seeing that ghostworksfantasy.net is a site that is hosted on WordPress.com. Could there be a different URL that you had meant to enter there?

Yes, http://www.ghostworksfantasy.com. I have tried to log onto that site but it always takes me to “Reader” on the .net one which I don”t have

When I click on that link it says there are no purchases. Just the message asking if I want to upgrade. If I go to ghostworksfantasy.com and click on any of the options there at the top of the page it takes me to https://wordpress.com/post?site=www.ghostworksfantasy.net
