Hi,
The followers that are reported on WordPress.com—either through your stats page or on the widget—are a total of your WordPress.com followers, Facebook friends/fans, and Twitter followers (if you have connected your FB and Twitter accounts to your WordPress.com blog).
MailChimp counts aren’t included. I am not aware of what contributes to MailChimp’s numbers.

i still need help, please!
mailchimp says i have 248 followers, wordpress says i have 28. i wanted people to receive an email when i made a new post, therefore i went thru mailchimp. is there anyway ya’ll can ‘link, hook-up, or communicate’? or do i need to start over?
id also like my facebook friends as followers, how is that done? -

WordPress.com followers include those who follow you use WordPress.com, as well as those from your social networks that are connected using Publicize (via https://romajean.wordpress.com/wp-admin/options-general.php?page=sharing ).
For Facebook, you can add your friend count to your WordPress.com count in that way. Publicize will post your new posts on your Facebook timeline so your friends can see it there.
The WordPress.com follow feature will e-mail subscribers of new posts, but the MailChimp platform is completely different. There is not a way to have those followers count on your WordPress.com counts or to import in those subscribers.
