  There is already a blog with the same name that I want to use, but it is not used since 2005, can you ask to the owner to remove it? or how I can ask to it’s owner to remove it?

  contact the owner – is there contact info on the blog? else leave a comment and maybe they will get the comment if it is set for moderate – WordPress.COM will not give out contact info

  What do you want to ask a moderator?

  they will give you the same contact info that I gave you on old blogs – WordPress.COM will not take a blog away from someone for not using it

  There is no expiration date on blogs unused or otherwise. If you can make contact on your own with the owner of an unused blog then there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
