there is no "create gallery"

  I’ve been trying to upload photos to the gallery (Photos) on the sidebar. Help says to click on “create gallery” on the left. There is no left sidebar to click on “create gallery”. And nothing to change it to mosaic or slideshow. I can only upload a photo as a post. There is no way to put a photo into the gallery.
