There is no “menu” button in the “appearance” section?

  When we login to WordPress, where we see the things on the left side:

  settings > tools > users > plugins > appearance > comments > pages > media > post > dashboard

  There should be the “menu” inside the “appearance”. But there is “themes” and “editor”. How can I get the “menu” inside the “appearance” as it should be there normally.
