There’s no ‘People’ section on my dashboard

I’m trying to alter a few details of the other writers on my site, but I just don’t see a ‘people’ section. I know I used to be able to do it, because I remember adding a writer years ago, but nothing’s there now.
The blog I need help with is: (visible only to logged in users)

If you visit the site above, you’ll see it expired – I’m trying to get the other admin (who’s not posted in years) back up and running because we’re trying to change that domain over to me.

Hi there,
The People tab is only available to users with the Administrator role on a site.
Your account has an Editor role on the site, so you do not have access to those settings.
If you need the ability to manage users on the site, only an existing admin on the site can change your user role to Administrator to allow you to do that.

That’s the weird thing – I’ve been an Admin of that site since it started. And the other admin doesn’t even remember the email address he used to sign up (it’s been years since he posted).

It’s asking for the following –
Do you have a transaction ID? What’s this?
Do you have an activation URL or key? What’s this?
Do you have two factor authentication codes?He set up the site in 2012 and doesn’t have any of these things (if he does, they’ll be in the inbox of a defunct account).

The transaction ID would have been included in the all of the purchase and renewal emails, it’s also likely on the credit card statement as well.
