  That’s not possible on any WordPress.com blog. There is no FTP access and no Cpanel. Read this for clarity http://en.support.wordpress.com/com-vs-org/

  If you want or need those features then you need to hire a web host http://wordpress.org/hosting and set up your own wordpress.com software install.
