Third Party Plug-ins?

  Does WordPress permit third party plugins? Any restrictions? I have a php events calendar that I would like to use with the account.

  Are you sure you read the sticky post at the head of this forum before posting?
  There is no FTP access to WordPress.COM blogs and we cannot upload plugins, themes, etc. into them, and we cannot we even access the php files. https://en.forums.wordpress.com/topic/please-read-me-first-before-posting?replies=1
