Hello,
I’m in the same boat with both of my blogs: http://nonfiction.wordpress.com/ and http://gopher.wordpress.com/ (the second one I write for a client, the first is my own that I haven’t quite started yet).
I’m not sure who to contact to get things “right” again.

We regularly turn off blogs that seem to be primarily for SEO purposes, have duplicated or copied content, primarily promote an external commercial site, or generally seem “spammy”. Both nonfiction and gopher triggered these flags, sorry.

Okay, I understand.
What can I do? The content is all mine; I’ve written it all myself, and then submitted the articles to the repositories as requested by my client. It’s SEO optimized, sure, but not overly so (as you can read from the gopher blog). It’s content-heavy not SEO-heavy, and thus why we are getting so many hits (well that and a couple of large ezines have picked up the articles). The blog is attached to WholesaleGopher, yes (the client), but it’s focused on providing information, not getting traffic.
Here is the rub: we’ve got a tremendous amount of people trying to access the gopher page; you can tell since we’re #4 on WordPress today. I at least need access to either (a) get my content off WordPress and host it somewhere else, or (b) have it available to those trying to read it.
I had no idea about your requirements for WordPress blogs; can this maybe be posted somewhere when people sign up? I’ve spent a lot of hours getting this thing going.
As for the nonfiction blog, I only posted one item in there a couple of days ago so it wasn’t bare. I haven’t had time to do anything else. If I need to remove the link in there, I don’t mind doing that, but I’d really like to host my nonfiction blog here.

Can we perhaps just get access to gopher.wordpress.com to do a redirect to our own hosted blog instead? It would be greatly appreciated.

seconded. If you’re going to take down blogs for not complying with the terms of service you kind of need to have a terms of service. Relying on people’s common sense is rarely sufficient.
