Are you trying to renew the Domain Mapping upgrade for blog.turbovote.org?
If so, the issue is likely that the account you are posting from is not the owner of that upgrade. It was purchased with a different WordPress.com user account.

Any chance you can tell me what account it was purchased with? I’m the primary administrator on the blog, but wasn’t the person who originally configured it for our organization.

Companies, groups and organizations do not own blogs. Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.
Staff cannot violate the privacy policy and provide the username and email address that the blog’s actual owner registered it under.

You should be able to see the list of users in your site admin area.

I’m one of several admins on the blog. The admin list does not note who the “owner” of the blog is.
