This does not appear to be a WXR file, missing/invalid WXR version number

    I am trying to export a wordpress site and import it to a different wordpress site. I imported the xml from the import page, and then uploaded the xml importer.

    “This does not appear to be a WXR file, missing/invalid WXR version number”

    I have followed multiple threads, such as this one and this one, tried changing the line 

    <wp:wxr_version>1.2</wp:wxr_version>

    to 

    <wp:wxr_version>1.1</wp:wxr_version>

    as suggested but the error persists. Exporting all or parts of the site do not change the situation. I even tried exporting and then importing to the same site, which theoretically should work, but even this throws an error.
