This Does Not Appear to be a WXR file/Missing WXR Version Number

Hi, I asked this question in the forum and a moderator tried to help (at: https://wordpress.org/support/topic/this-does-not-appear-to-be-a-wxr-file-missing-invalid-wxr-version-number/#post-10462778), but ultimately referred me to WordPress support. The site is currently on a temporary domain and can be found at http://box5116.temp.domains/~lithiaar/

I’m redesigning a site that has been hosted here at wordpress.com but my clients are moving to self-hosted WordPress. They don’t want to import their entire site, but to import their blog posts and subscribers once the rest of the site is done. I began under the mistaken impression that they DID want to import the entire existing site, and in the process discovered an issue with the importer, which would not accept the export file from wordpress.com. It gave me this error: This Does Not Appear to be a WXR file/Missing WXR Version Number. Can you tell me what could be going wrong and help me fix it before they need to do the wp.com export/import to new site?

    Thanks so much!
