My site is up and working, but I get this message on my wordpress.com account ~ This site cannot be accessed. I moved 2 sites to a vps server and only one has this message.

Since your site returns a 404 error for this page, I would recommend that you check the following:
1) Can you see the /xmlrpc.php file at the root of your WordPress installation when accessing your site via FTP? If you don’t, then please try re-installing WordPress. You can do this by going to the Dashboard -> Upgrades page, then click the “Reinstall WordPress” button.
2) Do you use any security plugins that may block access to this file? If so, could you try to disable them? You might also want to check your site’s .htaccess file for any rules that might be blocking access to the xmlrpc.php file.
3) Does your hosting provider block access to this file? If you don’t find any plugin that may block access to the file on your site, I would recommend that you get in touch with your host.

Yes, I restricted access to the xmlrpc.php file in .htaccess for security reasons. I guess I need to leave it unblocked for now.

Sounds good. There are also ways to block access to others and only allow Jetpack or other specific services. As long as we can access it properly, our services will work.

To do that, you will need to whitelist these IP addresses:
122.248.245.244
54.217.201.243
54.232.116.4and this range: 192.0.64.0/18
Please note that we are constantly adding new hardware to our network to keep up with demand on our services. This means that these IP addresses could change (or be added to) at any time, and is yet another reason for why we discourage restricting XML-RPC access to specific IP addresses only.
