ThomasNet Website Question

I am an intern at a company that currently has an extremely outdated website. They want to redesign. The website was created by ThomasNet many years ago. The editing feature on ThomasNet is also outdated and cumbersome. We have decided WordPress would be a great option to be able to redesign our site and keep it updated in the future. The domain would need to be transferred, obviously, but the website needs to stay live (as it is) until the new website is finished.
Would we have to buy hosting & domain for a test site, then buy another website with hosting and the correct domain and then transfer the site? So in the end we would be paying for TWO sites? Or is there a way to transfer the domain without buying two sites? I’m sorry if that doesn’t make much sense! -

You can choose the plan you want and start working on your site while using the free
.wordpress.comsubdomain – just make sure you’re selecting the free option.
Then, after you’re ready to go live with the new site, you’ll be able to transfer your custom domain:https://wordpress.com/support/move-domain/incoming-domain-transfer/

What if we want to install a plugin to build our site? It says I have to upgrade in order to install plugins.
