  i cant upload theme.please help me

  Unless you have a wordpress.COM site with a Business plan https://wordpress.com/pricing/ you cannot install any plugins in addition to those that are built in to all of our sites. You also cannot upload any third party themes.

  If you do not have a Business plan then you can only use these themes https://wordpress.com/themes/

  There is no FTP access to wordpress.COM hosted sites.
