Time changes and exporting content

Hi team,
Thanks for making such a user friendly site for newbies like me. :) I have two questions.
1. I am from India and I had seen a reference to some kind of time gap/difference on some page somewhere during the initial process of my setting up of my blog. Now, I am unable to locate this feature so that I can tune it to IST standard. This makes me confused what country audience is up and reading my content at a particular time. I have tried locating it on the settings page but it isn’t there.
2. I want to know, can I export my content from my wordpress blog to another blog in my name but not from wordpress?

Dashboard >> Settings >> General >> Time >> way down at the bottom are the offsets for India – the half hour things
Yes you can export your blog from WordPress.COM – you can import it into web site that imports WordPress xml files – if you want to move to a self hosted blog with your own host and use the WordPress.ORG software – then the export / import is straight forward
