Tiragator css administration

  About a year ago I was talking to someone about the Tiragator css administration interface and now its doesnt seem to exist anymore. At the time I remember it was a different way of interacting with the CSS but now I cant find out anything about it or similar tools. Anyone know what I was talking about back then and if so know where I can find Tiragator or something very close to it?
