Not every theme allows for font color changes free of charge. http://theme.wordpress.com/themes/motif/
If that is possible without an upgrade on the Motif theme then the setting is found here > Appearance > Header
scroll down to Header Text
__ Show header text with your image.
Text Color (color selector)
“save changes”.If your theme does not provide that ability free of charge you will need to purchase a Premium bundlet upgrade to get the custom design upgrade in that package and change it.
Premium bundle details http://store.wordpress.com/plans/premium/These are 3 ways to change fonts on WordPress.com blogs.

(2) Changing font colors in text in posts or pages either post by post or page by page using the #4 icon (Select text color – change the text color) in Row 2 the Visual editor. http://en.support.wordpress.com/visual-editor/#row-2
