Can I increase title font size without the Custom CSS upgrade?

  Can I increase the font of my blog’s title without buying the CSS upgrade? Can i do that after purchasing that upgrade? Can I define more than 1 page for working as a blog page (I mean with post options)?

  You do need the Custom CSS upgrade if you want to change font sizes for titles.

  It’s possible to change the font type using an outside service called Typekit. See this help page for more details: http://typekit.com/help/wordpress

  No, you can only set one page at a time as the Posts page and that is done from the Settings → Reading wp-admin page.
