title page and catergories

  The thing is I want that when someone is opening my blog on the first page always shows only the general information not all the latest posts. How and where can I change this.
  Furthermore, how can i show all categories on the side menu if there is nothing written in them. For me they only show up when im adding a post there, but since, its only in development phase, i dont have enough information to add in each category.
