Titles of media in non Latin languages show up as percentage, not real names

  For over 3 weeks now, something changed every time I upload an image or other media file and its name/title isn’t anymore the original filename but ‘percentage’.
  This is very annoying, because I cannot choose from my media library based on my images’ names.

  For example this image:

  

  Its name should be:

  1944-11-02 – Θεσσαλονίκη Πλατεία Αγίας Σοφίας Κενοτάφιο Συλλαλητήριο για τα θύματα της Κατοχής – t16_k09_p006_2

  … and it is:

  1944-11-02-%ce%b8%ce%b5%cf%83%cf%83%ce%b1%ce%bb%ce%bf%ce%bd%ce%af%ce%ba%ce%b7-%cf%80%ce%bb%ce%b1%cf%84%ce%b5%ce%af%ce%b1-%ce%b1%ce%b3%ce%af%ce%b1%cf%82-%cf%83%ce%bf%cf%86%ce%af%ce%b1%cf%82-%ce%ba

  Why did this change happened? It was OK before, but now we (non Latin languages speakers) have a real problem.

  The truth is, is being a while, and I’ve noticed in a Greek WP support forum someone posted the same problem (comments No 4-6):

  Ah! Great find on that core ticket!

  I won’t be following this specific issue closely enough to be able to post back here when it is fixed, however, if you log in at core.trac.wordpress.org and look at the bottom of the https://core.trac.wordpress.org/ticket/37989 ticket, you can get notifications about updates by clicking the “Watch this ticket” button, and when an issue like that is fixed in core then it will make its way into WordPress.com before the next major WordPress release.

  Thank you for your help :)
  I’m not sure I can spot the “Watch this ticket” button. I only see a ‘Notifications’ link on the top right with instructions for getting ‘Trac Notifications’, and I guess I have to make an account for logins or subscribe in a mailing-list, which aren’t the best options for me right now.
  I guess I’ll see the fix when it happens, one way or another.
