i do not see the option DELETE under TOOLS nor where to change level to Admin

There is only one means of account recovery so please read on.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and navigate to Tools and delete the blog.

After you recover the blog(s) you will be able to delete them or make their visibility private. To delete a WordPress.COM blog you must be logged in under the exact same username account that registered the blog. To prevent accidental or inadvertent deletion of blogs, there are multiple warnings given that blog deletion is permanent and irreversible. Lastly, a verification link is sent in an email and must be clicked to delete a blog. If clicking that link does not work then copy and paste it into your upper browser window and click.

Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

There is no option to DELETE site under TOOLS … I think i need to change level of control to ADMIN … but i keep coming back to the Global settings?

Changing User Roles – As an Administrator of a blog, you can change other users’ roles. No other role can do that. All Users are found here Dashboard > Users

Cheatin uh? is not a joke. It’s an error message that you get when:
(a) You are NOT logged in under the correct username account ie. the one that registered the blog, who is the sole owner of the blog and the original Admin of the blog.
(b) And/or you don’t have third-party cookies enabled on your browser. Without cookies, you won’t have the proper credentials to make changes to your blog and some of the features will not be available to you. Would you please make sure that you have third-party cookies enabled?

OK … figured it out, i think —
the site i’m trying to delete was created years ago as a class exercise then forgotten until creating a new site today *with a new email address* so now the email address i used years ago to create the site will not work because, i’m guessing, WP.com has changed to a Global sign in system, consequently i can not access the old site as Admin, only as the Editor!
What do you think?

@eastsidetrailway – The issue here is indeed your user role. You’re currently listed as an Editor. Only Admins are able to delete a site.
There is another user account labeled as the admin for that particular blog. In order to delete the site, the administrator will need to login. If that’s you (from another email), you can enter your email address in the password recovery form here or use the account recovery form Timethief mentioned.

I’m not 100% sure what’s going on here. It sounds like you’re trying to create a new account using an email address that is already used at WordPress.com by another account. Email addresses can only be used with one user account at WordPress.com. So, if you’ve used an email address previously with another account, you will receive an error if you try to sign-up using the same email again. Does that help to clarify?

where i told him that the email address used creating the blogs —
(email visible only to moderators and staff) in the recovery form got me this:We could not find an account that matches your login. Please check your spelling. etc.
