Tool for checking terms before downloading a file

  Is there a way of integrating a tool to make readers check a box to accept terms and enter their name, before they can download a file from my blog site? What is the tool, what is the way? — Thanks for help!

  There is no such tool but you can use a contact form and only give the URL to those who contact you.
