  How do I add the tool palette to make adding links, for example, easier i posts?

  If so, you’ll want to check to see whether you’re using the block editor with the top toolbar. You can opt to make that toolbar always appear right above the block you’re in, or you can pin it to the top of the page (that’s my preference, personally). Here’s how to control that setting.

  @williamrubel I just realized the site you selected actually isn’t hosted here. Its settings may be a bit different depending on any plugins you have installed; also we’re able to provide support for the sites we host, but not for the self-hosted installation of WordPress. For that, you would use the forums at https://wordpress.org/support/forums/ . I hope this helps!
