toolbar covering my top menu. Impossible to customize css

index.php has this rule for screen size (phone less than 760px):
html { margin-top: 46px !important; }
Custom CSS is run before this, so I can never change that margin on top. It is moving my toolbar when you are logged into wordpress as well as the top bar of my website so the title is not visible.
I don’t know how to override that since it contains an !important tag already.

First, could you give me a link to the website? Also, could you tell me if the website is hosted on WordPress.com? If it isn’t, I encourage you to open a new topic on the WordPress.org forums.

It is not hosted in wordpress, it’s inside my own hosting.
this is the site http://www.cgunderworld.com Testing it with chrome, when it’s small, it moves down.
I did some customizations after that, but I didn’t fix that.

By the way, you have to see the wordpress toolbar, so you need to be logged. If you create an account I can remove it afterwards! Just let me know
