Toolbar is missing 'Plugins'

I’m trying to install plugins to my website and there is no place on the left side menu for the plugin link
The blog I need help with is: (visible only to logged in users)

You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

https://move.wordpress.com/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

Hi there,
Select plugins come pre-installed and ready to use in WordPress.com, so installing additional plugins is not an available feature.
https://en.support.wordpress.com/plugins/You would need a self-hosted site running the WordPress.org flavor of WordPress to install and activate your own plugins.

Yes – refresh first, please. Also, note that if you are attempting to become a Staff member I will avoid answering any threads you post into. If and when I believe your answers are off-course, wrong or incomplete I will simply type the modlook tag into the sidebar. -

Hi again,
I am a plain speaking Canuck (Canadian). My time is precious and I multitask from my business when I answer questions here. I predate all support docs and all but one Support Staff member being on Staff, and I’m NOT into being a mentor or assisting anyone to answer support questions. From where I sit that has proven to be a colossal waste of my time in the past. If and when I believe your answers are off-course, wrong or incomplete I will simply type the modlook tag into the sidebar.Best wishes

P.S. One tip I can give you is that I am an obsessive thread tagger and tag searches will be productive. :)
