Tools menu not available on Free version

    We are considering moving a stand-alone wordpres site to wordpress.com. I created a free site to test out the import xml feature. However I do not see the tools menu on the dashboard of my free site. Is the import option not available with the Free plan? If so, is it available on the Business plan? I wanted to make sure we can import our existing site content before purchasing the Business plan.
