tools on dashboard not appearing

  The dashboard doesn’t show the tools to add new user or to export/import posts. I couldn’t find a motive. Please help!

  Are you the person with the username account who registered the blog and who is the Admin of the blog? http://en.support.wordpress.com/dashboard/#configuring-the-dashboard
