Hi there,
No WordPress.com theme has a widget area in the header area where you can add something like this. The closest option is to add your banner as a custom header image for your site instead:
https://wordpress.com/support/custom-header-image/
Theoretically you might be able to add the banner using a widget in another widget area, and then use custom CSS code to move it to the top of your site. But that kind of change is beyond the level of support we provide for CSS changes, so you’d need to hire a developer to help you with the code needed for that.
Also note that your plan gives you access to both live chat and direct email support. You can reach those at any time by clicking the Help icon that appears bottom-right on all the My Sites pages, or else via the direct link at https://wordpress.com/help/contact

Some plugins allow you to place third-party ads in the header of your site. Plugins are available on plans Business or higher:
https://wordpress.com/support/business-plan/.
If you’re using WordAds, though, you can place ads on top of each page, as explained here:
https://wordpress.com/support/wordads-and-earn/#ads-settings.
