Can I transfer or change a wordpress url to a new top level domain while keeping all the WordPress plugins?
Are the plugins local to the wordpress host or can the migrate with the site content?thanks.

This forum is only for blogs/sites hosted by WordPress.com
WordPress.COM and WordPress.ORG are completely separate and different http://support.wordpress.com/com-vs-org/And you should ask in the WordPress.org forum.

But the problem is that on WordPress.com that option (the plugins option) does not exist.

We were looking for an option to have the website show as under construction while developing it in the background as well as an Author listing for the post.
Looks like both of these are built-in for .com -
