  There is no such thing as assigning Topics (Categories and/or Tags) to a blog. We can assign Categories and Tags only to Posts, not to Pages. Note: http://en.support.wordpress.com/topics/#missing-posts

  There’s a misconception that many bloggers have with respect to keywords and Tags. In truth these days search engines pay more attention to your keywords in your content than they do to your keywords in Tags/Categories.
