Totally customizable web page

I just created a WordPress basic account today and tried to design my own website with pages, menus, etc. But I realised that from whatever free template Im choosing for the start of my website Im not able to redesign all of the elements as I wish. One example is the bottom design reference ‘Design by Heming..’
How can I edit this element or is there anyway that I can replace it with something else?Thanks for the help

Removal of the top Admin bar and/or footer credit links is a Terms of Service violation that results in blog suspension and there is no upgrade that changes that.
Terms of Service:
11. Attribution. Automattic reserves the right to display attribution links such as ‘Blog at WordPress.com,’ theme author, and font attribution in your blog footer or toolbar.
