Totally lost trying to understand and to post tags

I think I understand tags. However, when I go to Dashboard and try to post new tag, I go through all the steps per Writing Posts in Codex. I have been unsuccessful after six hours reading posts and trying to past a tag. Where are they supposed to appear when and if they appear? Why do I never see Publish appear? When do I click Apply — before or after Update? Is the slug just my URL or is it supposed to have /something in it. I’ve Googled the subject and all I find is really technical stuff about php which I ain’t ready for — obviously. Even the Dummies book has failed this dummy. Help!

It doesn’t hurt to look at other blogs to see what they choose as categories and tags.

You can set a box will open to suggest tags based on your post text.
I think its handy.
