  I am attempting to add TouchCast as a plug-in. I have been in contact with their team, as I am a TouchCast Education Ambassador. I just started on wordpress and thoroughly enjoy it so far. I am still hesitant to financially invest this early, but see myself doing so later. Can I have the TouchCast plug-in under my free account?

  No. You are confusing wordpress.com hosted blogs and wordpress.org software installs. There is no FTP access https://en.support.wordpress.com/ftp-access/ to wordpress.com hosted blogs and there is no blogger installed plugin capability
