Since you’re a free user so you can only change heading font colors of a theme from Colors & Backgrounds section. However, there aren’t more to choose from in terms of colors.
Go to My Sites → Customize→ Colors & Backgrounds and choose a palette of your choice

The other method is by using custom CSS but that will involve purchasing an upgrade as CSS Customizer is only available in Premium or Business upgrade plan.

I tried looking at this for you, but it looks like this might be a limited from the theme.
There seems to be no option to change the title’s color, unfortunately. https://en.support.wordpress.com/customizer/
Please give me the benefit of doubt though. Given the gravity of the situation, here is what I am doing. I have added a tag “modlook” in this topic. One of the members from the WordPress.com staff/WordPress.com Happiness Engineers should be able to help you through this.

You’re working on onetwothreefoursite.wordpress.com correct? The blue site title is the default setting for that theme in use there.
My suggestions are to 1. pick a different theme or 2. upgrade to the premium plan and use CSS to change that color.
