Tracking Code and Adding HTML Code

I use the WordPress dot com version which I love – Can I add SEO components to my site such as Meta Content Description and Google tracking code? I have a Google account and another web site which I track – Can I use the same tracking code for my Word Press Blogs as well?

Not unless you upgrade your account.
Google will find your site and index it whether you have Meta description or not. Google does not wait for people to submit their sites, their servers/bots are crawling the net 24/7 – if your site gets hits, you can bet Google bots already found it.
