  The site I was planning to use this purchase for was scrapped by the developer (he was a crook) so I want to transfer the licence over to another site but it is hosted by a third party. I can’t see how I can get the licence key or zip file

  A license or a paid plan I presume, cannot be transferred to a third party hosting. A paid plan on the wordpress.com platform can only be used on the wordpress.com platform.

  The only solution I see is you transfer that third party site to the wordpress.com platform.

  To make sure nothing goes wrong, let’s wait for a Staff member.

  If the charge is indeed related to WordPress.com, you can also look it up and get more details using this form: https://wpchrg.wordpress.com/.

  As mentioned before, WordPress.com plans and purchases can only be applied to sites hosted on WordPress.com, and can’t be transferred to third-party hosting. Once we know the site, we can suggest the best next steps.
