  Is it a good idea to built my website in wordpress.com and then when i am ready to go live switch to wordpress.org?

  It is definitely something that you could do. However, I want to ask you if there was something in particular on WordPress.org that you do believe you would be able to do on WordPress.com? Hosting is free here and if you are interested in installing plugins or custom themes, all of that could be done via our Business Plan:
