Does the 129 in the guided transfer cover the new site fees or just what WordPress frees?

That is just the wordpress fees. It’s up to you to find and pay for your site and domain registration.

Please read this > http://en.support.wordpress.com/guided-transfer/ No it does not cover any fees involved with hiring a web host, purchasing and domain, etc. You are paying only for Staff services when you purchase a guided transfer and nothing more.

I strongly believe that if one lacks the skills required to set up their own WordPress.org site and maintain it independently then moving to self hosting is premature.

That is something only you can decide. If you are fairly computer literate then you can probably do it yourself.
But if you are not confident about your skills and knowledge then IMO in any situation it is worth paying for.
I did the wiring for my kitchen and passed inspection with flying colors, but it took me about 10 times as long as a pro would have…
