Transfer a domain

  I am trying to transfer my domain http://www.mamatijeras.com to another host, I do everything like this post http://en.support.wordpress.com/domains/transfer-domain-registration/
  But my new registrar website is telling me that the domain is locked, I unlocked it and 2 minutes later it is locked again, why?? Can somebody help me?

  http://mamatijeras.com/ is associated with a blog that is not hosted on WordPress.com

  No, I am sorry but my new registrar website is gelled me that it is locked and they can’t transfer it.
