  is it possible to design and develop a site on another platform/html5/CSS/webflow and then transfer it to wordpress or move it to wordpress but keeping the domain/hosting from that provider

  Well, first WordPress.com and WordPress.org is not same:
  WordPress is free and open-source software which can be used to create a website on almost any server. WordPress.com is a platform, which can host your website (built on modified WordPress software), and gives you hassle free, secure, fast, reliable website and support if some help is needed.
  Now we are on WordPress.com forum. If you need help on self hosted WordPress.org software, you can look for help at community forums https://wordpress.org/support/forums instead.

  Now if you want to create a website on another platform and then move to WordPress.com- it is much better to start from WordPress from the beginning.
  But if you still need, there is a list of platforms from where you can move you website to WordPress.com https://wordpress.com/support/import/#the-full-list-of-importers.

  keeping the domain

  Moving a domain from another domain registrar to WordPress.com is possible, also you can map a domain, that is not a problem at all.

  But I recommend you to create a free test website on WordPress.com. You can delete it when you want, there is no risk at all. By doing that you will get familiar with WordPress environment, will get a free hosting and free subdomain (like your-site.wordpress.com). And of course a free support here in this forum, which is often needed in the beginning!
