Transfer blog

I’d like to renew the domain, http://www.hamiltononmusic.com, on WordPress, but the blog is not under my account. The account holder no longer wants the blog but won’t help in transferring the blog to my account. Is there anything I can do?
The blog I need help with is: (visible only to logged in users)

You can register that site and map from a wordpress.COM blog to it.
All wordpress.com hosted blogs are on wordpress.com subdomains like this: *http://NAME_OF_BLOG.wordpress.com
If you wish to you can purchase your own custom domain and map to it, or map to an existing domain URL that you already own from the underlying .wordpress.com subdomain URL.

I’m afraid not. The current site/upgrade owner needs to be willing to transfer to the new owner. If they are not willing to do this, it cannot happen.
