Transfer Blog Ownership

I am trying to find directions on how to transfer ownership of a blog to a different user. I found this page: http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account but the instructions don’t seem to match up with what I’m seeing under the My Blogs tab. While I’m not the current owner of the blog in question (I just need to pass along the information), I cannot seem to find the option on any of the blogs I do own either. Has this tool moved or am I missing something?
The blog I need help with is: (visible only to logged in users)

You need to be looking in the “My Blogs” section of any of your sites’ Dashboards (i.e. mysite/wordpress.com/wp-admin/index.php?page=my-blogs) not the “My Blogs” that appear in the WordPress.com homepage New Dashboard (i.e. wordpress.com/my-blogs/).

I too am trying to transfer a blog to another user and do not see the choice to transfer. I hover over the blog name and the only option I have is to visit my blog. Thank you in advance for your help.
