  Hello! Hope you’re doing well.

  I’m writing to ask what is the most cost effective plan to switch from Adobe Portfolio to WordPress? I’m looking to save the most amount of $$$ per year and am planning on buying a theme from Envato.com.

  Any suggestions would be much appreciated.

  You can use a domain purchased elsewhere here with a Personal plan. But to install a theme purchased elsewhere on a WordPress.com site would require a Business plan:
