  I cannot transfer my domain name to WordPress until July 2020. If I map my domain now, can I transfer the domain name in July? Will I still have to pay the $13?

  You can transfer the domain later. Domain mapping comes free with the plan, you can purchase any plan of your choice and start customizing the site.
