transfer domain & redesign website

  I have a registered domain associated with a website designed with WebEasy software that is currently hosted by WebEasy Hosting. I would like to redesign my website using WordPress.com themes, and have it hosted by WordPress instead of WebEasy. Can I design the new website using a wordpress.com domain, and then when it’s up and running to my liking, change the domain to my registered one? How do I that? I really don’t want to be without a website for any length of time so I’d like the change over to be as quick as possible.
