transfer domain to another host

Hello there. Recently I have been waiting for my domain (previously purchased via WordPress) to expire and hopefully I could transfer to another host. But the domain (www.lovelimzy.com) doesn’t appear to be transferrable. Please let me know how I should proceed from here. Thank you!

The domain, lovelimzy.com, is currently registered with http://www.bigdipperdomains.com, and has been since 31 October 2016 according to the Whois data. If it wasn’t you who did that, then someone else bought the domain, either at private auction during the redemption period, or immediately when it became available again.
When you let the domain expire you stopped being the owner and that enabled anybody else to buy it, which it appears has happened here. If you still wanted to use the domain you should have transferred it before it expired, or you should have renewed it and then transferred it. At this point there is absolutely no way to get that domain back again unless the new owner cancels it or lets it expire.
