  I want to use my email address for another wordpress blog.

  my (email visible only to moderators and staff) account is linked to bitsandpiecesc.wordpress.com
  i want to use this email address for my itsjustchim.wordpress.com

  The blog I need help with is: (visible only to logged in users)

  Then have the admin of that blog invite you via Email.

  how? I am the admin of both blogs.

  You can see there are two different accounts. One account invites the other on the dashboard of the blog: on the Users page, you will see Invite. Just put the username of the other account in there.
