  Are you trying to transfer a domain? WordPress.com does not currently support incoming domain transfers. However, if you already own the domain, you can map the domain to your WordPress.com site. There is more information about Domain Mapping in this guide:

  You will need an upgraded WordPress.com plan (such as the Personal plan) in order to map a domain. Paid plans come with a domain credit which you can use to map a domain you already own.
